ILSAS Consulting Group(ICG) is a consulting firm providing management consulting services. We cater to external organizations in the region, particularly the energy industry. Our specialty is in change management for increased performance and increased employees’ happiness.
ICG began in 2001 under the name Project T7. Since then, we’ve accumulated 1.5 million man-hours in change management on a large scale. Our Consultants are Certified Coaches, PROSCI Certified, and have experience in various disciplines.

Changing Cultures
Culture is the values, beliefs, and behaviors ingrained in an organization. It affects the company’s structures, policies, and procedures.
E&Y found that 55% of the FTSE 350 companies saw a 10% increase in operating profits due to investment in culture. This proves that an effective culture improves productive performance. Yet, research from McKinsey & Company shows that 70% of all culture overhauls will fail.
ICG assists companies in effectively adopting a new culture. We find what works in a company and what needs to change by using cultural diagnostic tools. We then help you build a roadmap for a change everyone can stand behind and work towards.

Managing Changes
Many changes have to occur to get from the current state to the desired state. We help companies make those changes as smoothly as possible.
The introduction of new processes will need new skill sets. Naturally, certain skills in the workforce become obsolete. We make sure the workforce adapts to this change. We streamline all employees’ roles and ensure a smooth transition. The outcome is a workforce excelling in the new processes.
Past Projects
SMART METERS IN MELAKA
In 2018, TNB Melaka replaced legacy manual meters with smart meters. TNB’s decision for the change was to reduce manpower and help customers save electricity.
The change required retrenching the workforce into their new roles in the workplace. This meant giving them the option to reskill, retrain for a new position, or retailing them.
ICG was also involved in making sure everything worked great after the change. User and employee experience reveal issues that pop up only once a system is in place. For example, the problem of invalid emails for the delivery of electric bills. ICG’s job was to make sure they were able to handle these problems.
ICG helped TNB Melaka’s staff to thrive in the Industrial Revolution 4.0. Installing 350,000 smart meters required a lot of change management and it was a huge learning experience for ICG. Now, ICG is taking what it learned in Melaka to do the same for Klang Valley.
PROCUREMENT DEPARTMENT
Initially, each TNB division had its own Procurement Department operating independently. In 2016, TNB reorganized itself and brought all its procurement portfolio together. Their goal was to merge them into one centralized Procurement Department.
This required a new culture, with shared values and a common set of behaviors for living those values. The new culture would enable all employees under the department to think alike. The uniformity in thought allows them to work together more productively.
ICG consulted TNB for the design and implementation of a new culture. We were successful in creating a culture where employees from different departments can work together effectively.
DISTRIBUTION MANAGEMENT SYSTEM
TNB’s legacy distribution management system (SCADA/DMS) has become outdated. They aim to use a newer system — the automatic distribution management system (SCADA/ADMS).
Due to the complexity of ADMS, workers have to be skilled to operate it. This created a demand for able staff. Also, a major transformation such as this one would render some jobs to become obsolete, creating a displaced workforce. Additionally, old behaviors are incompatible with the new system, creating a need for a new set of behaviors.
ICG was consulted to assist in solving all these problems. We ensured the smooth and effective transition of human capital. The result is a workforce capable of handling and maintaining the ADMS system.
